You can exclude news articles, publicly released documents (such as press releases), and mail sent in from members of the general public. However, in my request for records on "spiritual counsel" - some of the records I am interested in may fall into that system of records. In that request I am interested in communication that actually was read by the president or communicated to him somehow, not every random person that wanted to give him advice. But, if for example, some pastor wrote advice to the president and it made it past whatever filters are in place or was summarized to the president in some way, I would want to see that, particularly if the president interacted with that pastor. For all the other requests, you can exclude these types of records.
