Pursuant to the Freedom of Information Act, I hereby request the following records:

Operation In Our Sites is an ongoing intellectual property enforcement effort in which the National Intellectual Property Rights Coordination Center (IPR Center), ICE, and the Department of Justice (“DOJ”) seize the assets of targeted websites, including websites' domain names (https://en.wikipedia.org/wiki/Domain_names). Seizure in the online context differs from traditional seizure in that the government requires the domain name registry to redirect a suspected domain name to display a banner explaining that the site has been seized. This authority comes from the Pro IP Act’s civil forfeiture provisions.

On November 26, 2018 ICE issued a press release (https://www.ice.gov/news/releases/over-million-websites-seized-global-operation) indicating that “roughly 33,600 website domain names were criminally seized in a collaborative effort between ICE’s Homeland Security Investigations (HSI), Europol, Interpol and police agencies from 26 different countries.”

We hereby request a list of all IP addresses that seized domains resolved to, and a list of all name servers that ICE uses for Operation In Our Sites ( ie: ns1.seizedservers.com ).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
