Pursuant to the Freedom of Information Act, I hereby request the following records:
Case file, including complaints, interviews, reports, case notes, and closing summaries, for an investigation into disabled or improperly installed equalizer valves at oil wells operating on public lands in the Uinta Basin, Utah. The case was initiated by the BLM in or around May 2007, and eventually became a joint investigation with the OIG. The investigation resulted in a settlement on or around March 31, 2011 with Berry Petroleum Co., as reported in trade journals:

The OIG's case number was OI-OG-07-0359-1, Title BERRY PETROLEUM-VERNAL BLM, closed 4/12/11.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I'm confused as to why this needs to physically sit in the Utah office until staff returns, which could be months. If the Washington office approved the release, why does it need to go through the Utah office again? If the documents were scanned, and since I did request electronic files, why can't this be done electronically?
