Pursuant to the Freedom of Information Act, I hereby request the following records:

I hereby request any information on the use of the USPS or the IRS for “Internet Covert Operations Program”, specifically I am requesting any information, memoranda, internal reports or draft reports regarding the use of this program and the criteria establishing said program.

I am a member of the news media and wish to be classified as such.

I do not find this request overly burdensome at all. It is quiet narrow, even citing an article that references the program. I believe you are simply trying to avoid transparency and accountability.
