Pursuant to the Freedom of Information Act, I hereby request the following records:

This is a request for records, memos, correspondence, or documents pertaining to the IRS' program to revoke an individuals passport by means of notifying the Department of State. This program is detailed on the IRS website here: https://www.irs.gov/businesses/small-businesses-self-employed/revocation-or-denial-of-passport-in-case-of-certain-unpaid-taxes

I would like to know the number of certifications that the IRS has certified to the State Department for action.

Please produce all records relating to such certifications such as the number of certifications made, the dates those certifications were made, the guidelines for certifying a debt, information about whether victims of identity theft will have their debts certified, etc - as well as any correspondence between the IRS and the State Department relating to the process of the program. Please produce not only records but manuals on how this process functions and whether or not individuals are notified by the IRS before notification to the State Department.
