To Whom It May Concern:

THIS IS A FOIA REQUEST
This is a request under the Freedom of Information Act. Pursuant to the Freedom of Information Act, I hereby request copies of the following records:

All issues and editions of the "PA Talker," "USSTRATCOM Quick Look," and "PA Weekly" issued during the period between and including January 1, 2016 to February 16, 2019. To assist with identifying these records please note that they are discussed on p. 9 of the 2018 United States Strategic Command Communication Strategy.

As the FOIA requires, please release all reasonably segregable nonexempt portions of documents. If you withhold information or records then please identify the exemption through which you do so and advise me of my options for appeal under the law.

FEES AND FEE STATUS
I am a PhD student at the University of New Mexico and the information requested is for academic and public education purposes, including my PhD dissertation project, and not primarily for commercial use. Furthermore, I will make responsive records available to the public via my academic publications and presentations; on social media (I have over 13,000 Twitter followers) and my blog; and through the News Site MuckRock.com. Please note that you can access my UNM student profile page at the following url: https://anthropology.unm.edu/people/grad-students/profile/martin-pfeiffer.html.

Therefore, as per Sack v. DOD (2016) I qualify for educational institution fee status and ask that you process my request accordingly. In your response please confirm that you will be processing my request under the educational institution fee status.

If fees are assessed then I agree to pay fees up to $30 without additional notice. In the event that there are fees exceeding $30 then please inform me of the total charges in advance of fulfilling my request.

RECORDS AND COMMUNICATIONS
I hereby request that all records generated by this request be delivered in electronic format via email or, if that is not possible, on CD-ROM if available.

Please do not hesitate to contact me (preferably via email) with any questions or information. You may, and I request that you do so if convenient, engage in rolling release of responsive documents.

CONCLUSION
I look forward to receiving your response within the twenty day statutory period. Thank you for your anticipated cooperation and time in this matter.

Regards,

Martin Pfeiffer

Good morning Martin,

Please accept my apologies for the unacceptable delay in processing this
request.

First, understanding your request was received on 19 Feb 19, are you still
interested in me processing this request?

On Tuesday I completed the page count of the "PA Talker," "USSTRATCOM Quick
Look," and "PA Weekly" and they total 11,111 pages. I wanted to engage with
you before I proceed.

Standing by.

Thank you,

Hi Martin,

I'm reaching out again, adding your UNM email. I hope you don't mind that I
added it.

I wanted to give you a better idea of what I'm dealing with in processing
your request. I forgot to mention in my below email that there are a total
of 192 documents, totaling 11,111 pages.

A total of 96 documents were created in 2016.

I've reviewed the first STRATCOM PA Talker, dated 1 April 2016, which
consists of 85 pages (this is one out of 51 documents). The highlighted
portions (12 full to partial pages) are STRATCOM's equities; however, the
document will need to be referred out for consultation to all the other
components. I can't estimate on the other component's turn times. Here are
the sources our PA pulled from:

. USSTRATCOM PA

. NSC Press Guidance (National Security Council)

. OSD Cards

. AFGSC PA (Air Force Global Strike Command)

. Adm. Cecil D. Haney, USSTRATCOM Commander (As approved by the NSC)

. OSD (PA)

. DoS Fact Sheet

STRATCOM's components)

For the USSTRATCOM PA Talker TRANSCRIPT Addendum, dated 1 April 2016, this
one consists of 41 pages (this is one out of 33 documents) with the
following transcripts: (These transcripts appear to be releasable; however,
I'll need to engage with our Public Affairs Office)

. Media Availability with SECDEF Ash Carter, JCS Chairman Gen.

Commander Gen. Raymond A. Thomas, MacDill AFB, Fla., 30 March 2016 (New)

Joseph Dunford in the Pentagon Briefing Room, 25 March 2016 (New) - Page 33.

For the USSTRATCOM Transcripts of Interest, dated 1 April 2016, this one
consists of 17 pages (this is one of 12 documents) with the following
transcripts: (These transcripts appear to be releasable; however, I'll need
to engage with our Public Affairs Office)

The listed transcripts may be available on the internet. In fact, I just
searched for "Remarks by SECDEF Ash Carter at the World Affairs Council

Affairs Council Facebook page.

I'd like to get some dialog going with you. Standing by.

Thank you sir,

Hi Martin,

Sorry for the delay in responding, I’ve been battling an illness since 21 May. This is my first week back.

Thanks for letting me know.

Unfortunately, there hasn’t been much movement on the remaining 6,908 pages. I’ve been pinging our Public Affairs off and on for their engagement with OSD Public Affairs about allowing me to release their equities without requiring their review.

I’ll engage with PA again today and let you know what they say.

Thanks again for your continued patience.
