Pursuant to the Freedom of Information Act, I hereby request the following records:

All training documents, presentation materials, or other written internal guidance on the adjudication of requests for fee waivers (Form I-912) from April 2018 to December 2018 produced by USCIS. This request includes any formal or informal guidance on the adjudication of fee waiver requests, including internal email discussions or other written correspondence or memoranda on any policy changes, guidance, or mandates to officers, contractors, or others responsible for adjudicating, approving, or rejecting fee waiver requests filed with applications for immigration benefits. This request includes any examples of approvable vs. non-approvable fee waivers, guidance about specific changes in the type of volume of supporting evidence required, any guidance on the purpose of the fee waiver request policy changes, or any correspondence regarding the policy change. This request also specifically includes any guidance on fee waiver adjudications at all lockbox locations, service centers, and for VAWA-based benefits at the Vermont Service Center.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
