This is a request under the Freedom of Information Act. I hereby request the following records:

Materials relating to or mentioning the Interagency Telephone Laboratory (ITL), FBI's involvement with it and the FBI's role as its Executive Agent. The existence of the ITL and FBI's role has been previously disclosed by the Bureau and by CIA in documents such as CIA-RDP88G01332R001301560003-3. The ITL was part of the Security Committee (SECOM), per CIA-RDP88G01332R001301560003-3, and your Agency was part of SECOM, per CIA-RDP87T00623R000300070002-6. These documents may be found on CIA's public website.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I am appealing the decision that I did not sufficiently specify the parameters of the request, or which office to search. A reasonably calculated search would not require searching 22 field divisions or 150 headquarters activities, but rather looking for information relating to a specific activity, clearly limited in scope. I am also appealing the claim that the FOIA statute and caselaw requires that the type of document be specified, as caselaw has repeatedly held that keywords and subjects are more than sufficient. The "reasonably described" requirement applies only to the ability to recognize the documents upon finding them, not telling the Agency exactly where to look. The request was more than specific enough for employees familiar with the activity and with liaison activities in general to calculate and conduct a reasonable search. The DEA's refusal to even try is, while typical, not in keeping with either the FOIA statute or the caselaw.
