This is a request under the Freedom of Information Act. I hereby request the following records:

Materials relating to or mentioning the Interagency Telephone Laboratory (ITL), FBI's involvement with it and the FBI's role as its Executive Agent. The existence of the ITL and FBI's role has been previously disclosed by the Bureau and by CIA in documents such as CIA-RDP88G01332R001301560003-3. The ITL was part of the Security Committee (SECOM), per CIA-RDP88G01332R001301560003-3, and your Agency was part of SECOM, per CIA-RDP87T00623R000300070002-6. These documents may be found on CIA's public website.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The NRL has recently transferred FOIA responsibilities to a new office. During review of records, we discovered that your 27 December 2017 FOIA request related to "Materials relating to or mentioning the Interagency Telephone Laboratory (ITL) [and] the FBI's involvement with it" was not recorded as complete by the previous FOIA processing staff.

I have not received a reply from you and have no other means of following up to explore your request.

After not hearing from you for more that three weeks, your FOIA request was administratively closed and there is no intent that the request be processed at this time.

I do not communicate about these things by phone. I require everything in writing, as it allows me to confirm things (like the successful submission of the FOIA) and to maintain a perfect record of what everyone has said.

I am happy to address whatever issues you have with the request here, and ask that you reopen it. After all, you took well over a year to respond at all and then appear to have given me only 15 days.

Further, given the FOIA backlog at NRL that I mentioned initially, if you are able we would be very interested in any narrowing or specificity you could add to your initial FOIA request. Although not required by FOIA regulation, the more specific and focused your request is, the more efficiently it can be processed and avoiding delay is a priority for NRL in this process.
