Ms Emma Best,

This is CDR Jake Klonoski emailing on behalf of the US Naval Research Laboratory.

The NRL has recently transferred FOIA responsibilities to a new office. During review of records, we discovered that your 27 December 2017 FOIA request related to "Materials relating to or mentioning the Interagency Telephone Laboratory (ITL) [and] the FBI's involvement with it" was not recorded as complete by the previous FOIA processing staff.

I have been tasked with tracking down the FOIA requestor to discuss this matter. Could I ask for your assistance in identifying the right person to speak to about this request and how I can best contact that person, preferably by phone?

Thank you for taking the time to assist us.

v/r,
CDR Jake Klonoski

Ms Best,

I reached out via email on April 14, 2019, regarding FOIA request DON-NAVY-2018-002640, a request about "Materials relating to or mentioning the Interagency Telephone Laboratory (ITL) [and] the FBI's involvement with it." I have not received a reply from you and have no other means of following up to explore your request.

We will continue to await any communication and/or confirmation that you are still interested in this FOIA request for the next 15 days, after which if nothing is heard, NRL will close the request.

Please let us know how we can assist you - I am available at this email or at 541 914 9001, if your prefer to call, at any time.

Sorry – please re-clarify what it is you need to proceed with the request?

From: Department of the Navy, Naval Operations

Ms Best,

As mentioned in the below email dated April 30, 2019, and after other attempts to reach you, we required some communication within 15 days to maintain your request as an active FOIA filing.

After not hearing from you for more that three weeks, your FOIA request was administratively closed and there is no intent that the request be processed at this time.

If you wish to discuss this further, I am available at (541) 914 9001 and can explore what options remain. Please acknowledge receipt of this email.

v/r,
CDR Jake Klonoski

From: Emma Best

I do not communicate about these things by phone. I require everything in writing, as it allows me to confirm things (like the successful submission of the FOIA) and to maintain a perfect record of what everyone has said.

I am happy to address whatever issues you have with the request here, and ask that you reopen it. After all, you took well over a year to respond at all and then appear to have given me only 15 days.

From: Department of the Navy, Naval Operations

Ms Best,

I understand and appreciate your desire to correspond in writing, and am happy to do so. Please know that I remain available by phone if ever your require follow up or information. I am ready to assist as I can.

I reviewed this matter with the NRL FOIA coordinator and she is willing to continue processing your FOIA request. Please continue to be available via email if there is a need for clarification or follow up.

Further, given the FOIA backlog at NRL that I mentioned initially, if you are able we would be very interested in any narrowing or specificity you could add to your initial FOIA request. Although not required by FOIA regulation, the more specific and focused your request is, the more efficiently it can be processed and avoiding delay is a priority for NRL in this process. Any assistance or detail you can provide would be appreciated.

Thank you for your time and attention.

Very respectfully,
CDR Jake Klonoski
