Hello Ms. Snider,

I have received communication that as the request currently reads, the
search would result in no records recovered. I have attached the original
request for your convenience.

The purpose of my email is to ask that this request be modified and be more
specific. *Please identify **which organization you seek correspondence
for and provide the time frame covering*. The search is too broad.

Please submit your request containing a reasonable description of the
records you are seeking. Your request has been placed on hold pending your
response. Please provide the requested information within ten (10) days
from the date of this email. You may send that correspondence to
foia@usaid.gov, and please reference the FOIA request number cited above.
If we do not receive a response from you within the specified time frame,
your request will be closed for not reasonably describing the records you
seek and no further action will be taken on it.

If there are are further questions/concerns, my contact information is
below. Thank you.

Dear Dr. Snider:
This is the final response to your February 25, 2013, Freedom of Information Act (FOIA) request to the United States Agency for International Development (USAID).  Specifically, you requested all correspondence between the Center for Democracy and Governance in Washington and USAID’s Mission in Indonesia relating to democracy programming.
By email dated April 8, 2013, USAID requested additional information from you to assist this office with processing your request.  You were advised that if we did not receive a response from you within 10 days of the letter, your request would be administratively closed.
To date, we have not received a response from you.  We construe the non-response to be a withdrawal of your request.  Accordingly, your request has been administratively closed and no further action will be taken on it.  No fees have been assessed. Thank you for your interest in USAID.

Hello,

There was a considerable amount of confusion because USAID was not responding to the appropriate inbox or MuckRock tracking number for each one of Dr. Snider's requests. Just as USAID has its tracking system, MuckRock has its own -- each request generates a unique alphanumeric email address, each tied to Dr. Snider's account on the MuckRock website. USAID has been responding to one inbox for all of Dr. Snider's requests, which made it impossible for her to respond within the required time for each.

Please respond to this inbox with respect to F-00169-13. Do not hesitate to get in contact with MuckRock, and we look forward to working with USAID's FOIA office in the future.

Thank you,

Shawn Musgrave

Hello, please reopen F-00320-13. No substantive information related to the FOIA request was requested in the September 13, 2013 email, but only a contact phone number for the requester.

Thank you.

From: Pamela Smith

Hello Dr. Snider:

Please pay close attention to bold information.

In response to your email of October 11, you requested that FOIA Request
F-00320-13 be reopened due to that the fact that, "No substantive
information related to the FOIA request was requested in the September 13,
2013, email, but only a contact phone number for the requester." I have
attached that mentioned email and ask you to please review the first
paragraph in the last sentence that starts with *Additionally, please
provide this office with a contact number so we may discuss your request
further to best identify records responsive to your request*.

In the past, this office has asked that this request (which was under a
different FOIA case number) be modified and be more specific. The request
would need* to identify which organization you seek correspondence **for
and provide the time frame covering. As the request stands now, it is too
broad.*
