Pursuant to the Freedom of Information Act, I hereby request the following records:

-the underlying data and information that led the National Oceanic and Atmospheric Administration (NOAA) to the conclusion between August 28, 2019 and September 2, 2019 that Alabama was at risk from Hurricane Dorian

-any documents that illustrate the NOAA's rationale on why it believed it was necessary to contradict the following tweet by the Birmingham National Weather Service on September 1, 2019 which stated that Alabama was not at risk by Hurricane Dorian:

-a copy of the Cone of Uncertainty map for Hurricane Dorian that acting NOAA administrator Neil Jacobs presented to President Trump on August 29, 2019. In particular, I am requesting a copy of the map in the form in which it was originally presented to President Trump on August 29, 2019, before any alterations to the map might have taken place.

-On September 6, 2019, the NOAA released a statement claiming that "[f]rom Wednesday, August 28, through Monday, September 2, [2019,] the information provided by NOAA and the National Hurricane Center to...the wider public demonstrated that tropical-storm-force winds from Hurricane Dorian could impact Alabama":

As such, I am also requesting said information that the NOAA allegedly provided to the general public between August 28, 2019 and September 2, 2019 showing that, at that time, Alabama was predicted to be at risk from potential tropical-storm-force winds from Hurricane Dorian.

-According to the above-mentioned statement by the NOAA on September 6, 2019, the Birmingham National Weather Service's above-mentioned tweet was "...inconsistent with probabilities from the best forecast products available at the time." As such, I am also requesting the names of said forecast products that contradicted the Birmingham National Weather Service's tweet.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello,

I'm writing in reference to my FOIA request, numbered DOC-NOAA-2019-002149. I would like to appeal all of the (b)(5) redactions in both the second interim release and the third interim release of my FOIA request. Many people have raised concerns about the possibility that the White House might have put political pressure on the NOAA to change its forecast of Hurricane Dorian, and in order to find out whether or not this happened, all of the relevant facts need to be made public. Therefore, I request the de-redaction of all text redacted by a (b)(5) exemption in the second and third interim releases of my FOIA request, and I request that any files that currently contain (b)(5) redactions be re-released without (b)(5) redactions.
