Original functional requirements and RFP for the Department of the Interior’s Incident Management Analysis and Reporting System (IMARS), which was awarded to Lockheed Martin and Denali Corporation on October 11, 2006, according to a National Park Service press release: http://nationalparksgallery.com/park_news/4567
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

However, if you do require fees, I would be grateful if you would inform me if the total charges exceed $25.
I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Daylyn,
I'm writing regarding the Submitter's Letter you sent to Lockheed Martin in response my FOIA request OS-2019-01266. My request is for an Interior Department Request for Proposals (RFP), which was made available for companies in order that they might consider bidding on a government contract. It's my understanding that I'm requesting documents created by the DOI (the RFP), not any proposals by Lockheed Martin which could potentially contain trade secrets. I only mentioned Lockheed Martin in my request in order to aid in identifying the DOI document I was interested in.
Why was a Submitter's Letter required here? Please advise.
