The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Daylyn,

I'm writing regarding the Submitter's Letter you sent to Lockheed Martin in response my FOIA request OS-2019-01266. My request is for an Interior Department Request for Proposals (RFP), which was made available for companies in order that they might consider bidding on a government contract. It's my understanding that I'm requesting documents created by the DOI (the RFP), not any proposals by Lockheed Martin which could potentially contain trade secrets. I only mentioned Lockheed Martin in my request in order to aid in identifying the DOI document I was interested in.

Why was a Submitter's Letter required here? Please advise.
