Dear Ms. Komatsoulis,

Thank you for submitting your Freedom of Information Act request to the
National Archives and Records Administration, via the *FOIAOnline* website.

This office handles FOIA and Privacy Act requests for the National Archives
and Records Administration's operational records (records created by this
agency). Because your *FOIAOnline* request, received in our office on
July 2, 2018, is for archival records (records that were created by or
originated in a different agency but that have been transferred to the
legal custody of NARA), we have forwarded it to our *Office of Research
Services, Special Access and FOIA* staff who handle FOIA requests for
archival records.

Since the *Office of Research Services, Special Access and FOIA* does not
process FOIA requests through *FOIAOnline*, your request has been removed
from the *FOIAOnline* website and you will be assigned a new tracking
number by that office within the next 20 business days. If you would like
to follow up with that office directly, please contact them at the address
below, or electronically via email.

For your reference, a copy of your request is below. Your request is so
broad that it may cover records of four or more agencies: United States
Citizenship and Immigration Services (USCIS), Immigration and Customs
Enforcement (ICE), Customs and Border Protection (CBP) which are all part
of the Department of Homeland Security, and the Department of Justice
(DOJ). Prior to 2001, the predecessor agency to USCIS and ICE was the
Immigration and Naturalization Service within the DOJ, and U.S. Customs and
Border Patrol preceded the CBP.

Please visit our website at www.archives.gov/foia for further information
about FOIA. On our main website, www.archives.gov, you can learn more
about the resources we offer to the public, and you can access our online
catalog where you can research what federal agency records have been
permanently retired to us.

Thank you for contacting the National Archives

From: National Archives and Records Administration

Dear Ms. Komatsoulis,

This is in response to your July 3, 2018 Freedom of Information Act request
(RD#57648) regarding the Illegal Immigration Reform and Immigration
Responsibility Act of 1996. Your request was received by our office on July
5, 2018.

We make reasonable efforts to assist researchers with their work. As a
matter of policy, we do not generally conduct substantive research in
response to requests filed under the Freedom of Information Act, except in
circumstances where documents are easily locatable.

Please note that the National Archives and Records Administration (NARA) is
the depository of the permanently valuable, non-current records of the
federal government. Records accessioned by NARA only include approximately
3-5% of all records produced by the U.S. Government. The records in our
custody are usually transferred to us after their administrative purposes
are complete. This typically takes a minimum of 20-30 years after the
document's creation.

Based on the date of the legislation, we believe that responsive records
could be located in Record Group 60: Records of the Department of Justice.
We have accessioned the following series created by the Office of the
Attorney General from this time period. Below is a list of Subject Files:

*Entry Information *
UD 17W 15 Subject Files of Attorney General Janet Reno
UD 17W 16 Subject Files of Attorney General Janet Reno
UD 17W 26 Subject Files of Attorney General Janet Reno
UD 17W 34 Chronological and Subject Files of Attorney General Janet Reno
UD 17W 36 Subject Files of Attorney General Janet Reno
UD 17W 38 Subject, Budget, Chronological, Briefing Files of Attorney
General Janet Reno
UD 18W 6 Subject Files of Attorney General Janet Reno

We have attached the container lists for all of the above records as a
courtesy, with the exception of UD 17W 38, which is unavailable due to
personally identifiable information listed in the transfer dossier.

You will notice that many of the series do contain references to the
Immigration and Naturalization Service, as well as to specific immigrant
issues such as the Haitian migration. Should any of these boxes be of
interest, you will need to file another FOIA request with NARA; each of
these entries is Restricted-Fully.

You may also wish to perform a keyword search on NARA's online catalog at
catalog.nara.gov. If your query yields responsive results, you may share
those details with archives2reference@nara.gov; we would be happy to review
those records on your behalf.

It is possible that responsive records are still in the custody of both the
U.S. Customs and Border Patrol and the Department of Justice. We recommend
that you reach out to these agencies regarding potentially responsive
records concerning this legislation.

This concludes the processing of your request. If you are not satisfied
with our action on this request, your options for appeal and dispute
resolution are outlined in the attached enclosure.

Sincerely,
--
