From: Defense Contract Management Agency

Good afternoon,

This is in response to your e-mail below concerning the processing of your request. Your request is currently tasked to a component office of the Office of the Secretary of Defense (OSD), to conduct a search for responsive records. After contacting the component office of the Office of the Secretary of Defense (OSD) that was tasked to conduct a search for responsive records, I was informed that as of now the estimated completion date for FOIA request 20-F-0351 is June 10, 2020. However, this date is subject to change. It is conceivable that all processing could be completed and the results provided to you at earlier dates, but it is also possible that more time will be required

You may not be aware that our office processes all incoming FOIA requests on a first-in, first-out, basis, a practice which has been recognized by the courts. Your requests will be processed in chronological order based upon the date it was received. Department of Defense FOIA Regulation allows agencies with significant pending requests to process those requests in a multi-track processing system, based upon the date of receipt and the amount of work and time involved in processing the request. In fairness to other requesters, we ask your indulgence in allowing us to function in accordance with existing queues for responding to requests. We hope that you can bear with us and understand our problem with volumes of requests. We do regret this delay and any inconvenience it may bring you. We will act on your requests as soon as we can, and respond directly to you.

We appreciate your patience and understanding in this matter.

Thank you.

Angeline

From: Defense Contract Management Agency

Mr. Lauzon, as stated in our acknowledgement, of your Freedom of Information
Act (FOIA) request, on 5 February 2020, our office has begun processing the
subject FOIA request. However, we will not be able to respond within the
FOIA's 20 business day timeframe due to unusual circumstances. Under the
FOIA "unusual circumstances" occur in three situations: 1) when there is a
need to search for and collect records from field offices, or other
establishments; 2) when there is a need to search for, collect, and examine
a voluminous amount of records; or 3) when there is a need for consultations
with another agency or with more than two components within the same agency.

It has been determined that at least one of these circumstances applies to
your request. As such, your request has been assigned to the "complex"
processing track. When "unusual circumstances" exist the processing agency
is required to give the FOIA submitter an opportunity to limit the scope of
their request so that there might be a reduction in the timeframe needed in
processing the request.

If you have any questions or wish to discuss reformulation or an alternative
time frame for the processing of your request, please contact me directly at
(619) 553-3870 or Ms. VanHorn at (619) 553-4720 and reference FOIA Tracking
Number DON-NAVY-2020-003852. You may also contact the NAVWARSYSCOM Service
Center Representative, Susan James, at susan.james@navy.mil, (619) 524-7052
or the Department of Navy FOIA Public Liaison, Christopher Julka, at
christopher.a.julka@navy.mil, (703) 697-0037.

Additionally, you may contact the Office of Government Information Services
(OGIS) at the National Archives and Records Administration to inquire about
the FOIA mediation services they offer. The contact information for OGIS is
as follows: Office of Government Information Services, National Archives and
Records Administration, 8601 Adelphi Road-OGIS, College Park, Maryland
