This is a request under the Freedom of Information Act. I hereby request the following records:

Any reports, presentations, summaries or analyses of local guidelines for federal charges developed in response to Attorney General Holder's August 2013 directive. AG Holder has cited this directive sent to all federal prosecutors in two speeches, one on August 12, 2013 at the Annual Meeting of the American Bar Association's House of Delegates (see prepared remarks here: http://www.justice.gov/opa/speech/attorney-general-eric-holder-delivers-remarks-annual-meeting-american-bar-associations) and one on February 17, 2015 at the National Press Club (see prepared remarks here: http://www.justice.gov/opa/pr/attorney-general-holder-delivers-remarks-national-press-club).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Earlier this month this case was re-assigned to me due to a shift in the labor load in our Office. I have not had a chance to conduct a thorough review of the case, but it appears that the search has been completed and a number of possibly responsive records have been located. I am currently reviewing those records for responsiveness. I anticipate that they will require consultation in other Offices, and while I am not fully familiar with the material, my estimate based upon its volume is that it will require approximately 3 months to complete. I hope to have a response to you by May 31, 2016. As we have previously advised, this estimate may be modified once the full nature of the material is known.
