Dear Jason Koebler,

This is in reference to your e-mail dated April 10, 2015, inquiring about the status of your Freedom of Information Act request. Please be advised that your Freedom of Information Act request has been received in the Office of Information Programs and Services (IPS) and has been assigned case control number F-2015-05014.

Given the considerable public interest generally in the e-mails provided by former Secretary Clinton to the Department of State, the Department plans to review the collection for public release and make the documents available to the public by posting them on a Department website. This will make the maximum number of records available in the shortest amount of time, and will be considerably more efficient than reviewing the documents piecemeal in response to subject-specific FOIA requests.

Once the collection has been posted, the Department will review your request to determine whether further action is needed.

If you have any questions regarding the status of your request, please contact the FOIA Requester Service Center (FRSC) on 202-261-8484 and refer to the case control number.

From: Jason Koebler

Hi Charlotte,

I'd like to formally appeal the timeline of this request. Seeing as how Hillary Clinton's private email server has been repeatedly in the news over the last several months and seeing as how the State Department Inspector General just issued a report on the issue: https://www.washingtonpost.com/politics/state-dept-inspector-general-report-sharply-criticizes-clintons-email-practices/2016/05/25/fc6f8ebc-2275-11e6-aa84-42391ba52c91_story.html, it is unreasonable to postpone releasing these documents until after the November presidential election.

Best,
Jason

Dear Mr. Koebler:
The Office of Information Programs and Services ("IPS") is in the process of reviewing open Freedom of Information Act ("FOIA") requests. In an effort to better manage our workload, we would like additional information from you as to whether you would like to narrow the scope of your request to hasten processing, or if circumstances have changed and you are no longer interested in pursuing your request.
Your request asked for:
"Communications, presentations, and procedures created by the State Department to secure Hillary Clinton's email from electronic threats."
In order to search for communications records, please provide the names of specific State Department employees whose communications records you would like searched. To search communications records, we need to know specifically whose records to search.
We would greatly appreciate it if you would contact the Department by responding to this email, or by fax or letter, confirming how you would like us to proceed with the processing of your request.
If you prefer to contact this office by mail, you may send a letter to the address below:

I am still interested in having the FOIA processed as requested. Thanks

From: Knorr, Jonathan R

Dear Mr. Koebler,

For us to process this request, please provide the names of specific State Department employees whose communications records you would like searched. To search communications records, we need to know specifically whose records to search. A request for all "communications, presentations, and procedures created by the State Department" is too broad in scope to permit a reasonable search. Please also identify specific offices or bureaus within the State Department to narrow the scope of the search, such as all presentations and procedures created by the Bureau of Information Resource Management to secure Hillary Clinton's email from electronic threats.

Sincerely,
Jonathan Knorr
Government Information Specialist
European, South and Central Asian, African & Near Eastern Affairs Branch

From: Knorr, Jonathan R
