This letter concerns the above-referenced Freedom of Information Act (FOIA) request, received by the U.S. Environmental Protection Agency (EPA or Agency) on May 2, 2017, in which you requested “a list of all facilities that Hilcorp (or one its subsidiaries) owns or operates in Alaska, including the facility id number”.
Your request does not reasonably describe the records you are seeking in a way that will permit EPA employees to identify and locate them. Your request also fails to provide addresses or names of subsidiaries.
EPA’s FOIA regulations state:
“Whenever possible, your request should include specific information about each record sought, such as the date, title or name, author, recipient, and subject matter. If known, you should include any file designations or descriptions for the records that you want. The more specific you are about the records or type of records that you want, the more likely EPA will be able to identify and locate records responsive to your request.”    40 C.F.R. § 2.102(c).
Therefore EPA cannot process your request at this time. You may contact me to clarify your request or you may withdraw and resubmit your request with sufficient specificity to allow EPA to search for responsive records. Please be aware that if we have not heard from you by May 22, 2017, we will assume that you are no longer interested in pursuing your request, and this request will be administratively closed.
