Pursuant to the Freedom of Information Act, I hereby request the following records:

I am looking for the month, day, and year each member county or former member county was added and/or removed from the High Intensity Drug Trafficking Area (HIDTA) program. The Federal Register is incomplete (e.g. according to the website of the Gulf Coast HIDTA, eight counties were added to the HIDTA program, but they are not listed in the Federal Register).

According to a conversation with Shannon Kelley, director of the HIDTA program, some of this data is held by NARA, rather than the ONDCP.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Heather Bone,

This is in reply to your Freedom of Information Act request, dated August
5, 2021 for the month, day, and year member counties or former member
counties were added to or removed from the High Intensity Drug Trafficking
Area (HIDTA) program. Your request was received in this office on August 5,
2021 and assigned the case number 21-48877.

We reviewed our holdings and finding aids for HIDTA-related records in *Record
Group 581: Records of the Office of National Drug Control Policy* and *Record
Group 170: Records of the Drug Enforcement Administration*. We located a
series of Agreement Files Regarding Drug Trafficking Task Forces, 1982 -
1999 <https://catalog.archives.gov/id/28728399> (Entry P 24). The series
consists of letters of agreement between the DEA and other agencies such as
state and local police forces that outline the organization of each task
force. These agreements could provide you with information on when
particular cities or counties entered the program.

We have attached a folder list for these records. We would be happy to
provide you with scans of any files that interest you. Please note that
boxes 1-5 of this series have been previously screened and are unrestricted
and open for research. Boxes 6-7 are subject to access restrictions and
must be reviewed for information exempt from disclosure under the Freedom
of Information Act. If you are interested in any files from boxes 6-7, we
will transfer that portion of your request to our Special Access and FOIA
office who will review those files for release.

We do not consider this a denial of your FOIA request. However, if you are
not satisfied with our action on this request, your options for appeal and
dispute resolution are outlined in the attachment. If you have any
