To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

- All communications between Assistant Secretary for Public Affairs Judy Stecker and the email domain "@who.eop.gov", or any email address used by White House officials to conduct government business, containing the terms "reunification" or "zero tolerance." For the purpose of this request, please limit the search to between April 5, 2018 and July 28, 2018. Please include any forwarded messages.

- Please conduct an identical search for similar communications to or from National Spokesperson and Senior Advisor Caitlin Oakley between Jan. 1, 2018 and July 28, 2018.

Please note that any communications sent from personal email addresses or devices that contain government business are public record, according to NARA guidelines.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Ms. Blue Keating: This office is presently conducting a review of our pending Freedom of Information Act (FOIA) requests to ascertain if the information subject to the request is still desired.  Your July 14, 2017 FOIA request is a part of this review (copy enclosed).
We apologize for the delay in responding to your request.  However, because of the increasing number of requests received by the Department of Health & Human Services, we found it necessary to adopt the ruling in the case of Open America v. Watergate Special Prosecution Force, 547 F.2d 605 (D.C. Cir. 1976) and exercise due diligence by following a first-in, first-out FOIA processing.
