Pursuant to the Freedom of Information Act, I hereby request the following records:
All emails sent to, from, or copied to: Heather MacDougall , from January 1, 2016 to Present Day containing any of the following non-case-sensitive key-string "liberals", "kushner", "Giuliani", "Mastroianni", "Elliott Broidy", "Mark Siffin", "EB-5", "George Nader", "Erik Prince", "alias", "FOIA", "Israel" or "whistleblower". After conducting a search to determine how many email records exist, if these records are too cumbersome to go through, please let me know the total number of records for the time period requested and I may desire to modify my request to limit the keywords or timeframe.
You may exclude emails that may be classified as newsletters, junk, or spam.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

OSHA has received your June 1, 2018, Freedom of Information Act request for "all emails sent to, from, or copied to Heather MacDougall, from January 1, 2016 to Present containing any of the following non-case-sensitive key-string 'liberals', 'kushner, 'giuliani' , 'mastrolanni', 'elliot broidy', 'mark siffin', 'eb-5' 'george nader', 'eric prince', 'alias', 'foia', isreal' or 'whistleblower." Your request has been assigned tracking number 859776. You asked that we contact you if any fees would accrue.
OSHA considers you to be an "other" for fees, which entitles you to two free hours of search time. OSHA initiated a search in three offices and two databases for "Heather MacDougall." She is not an OSHA employee. Rather, she works for the Occupational Safety and Heath Review Commission, a separate Department from the Department of Labor. Our search has exhausted your two free hours of search time.
If you desire OSHA to continue our search we will need to have an electronic search conducted of our email system. Our regulations at 29 CFR 70.40 state that "[f]or computer searches of records, requesters will be charged the direct
costs of conducting the search." This direct cost is $105.00 per hour. At a minimum we estimate 2 to 4 hours to conduct the broad search you request for an estimate of $210.00 to $420.00. Additional search time for key terms you request may add another 2 to 4 hours at $40.00 per hour (an estimated additional $80.00 to $160) for an estimates search fee of $290.00 to $580.00. Please note these fees are estimates and our programmers could come back with higher figures.
We believe it would be cheaper for you to redirect your request directly to OSHRC to search one email account rather than OSHA searching nearly 2000 as you request. If you withdraw this request no fees will have accrued to you.
If you desire OSHA to proceed please indicate your willingness to pay a minimum of $290.00 which will become due. We will forward your request to the Department of Labor's email search experts to refine how many hours it will take them to run the search you request and provide you with an updated fee estimate.

OSHA has not received a response to our fee email to you. We will be closing your request (859776) on Thursday June 21, 2018, as withdrawn if you do not contact me. Your request is currently tolled for fees in our tracking system. If you would like to amend your request we are happy to work with you.
