healthcare.gov during shutdown (CMS)

This is a request under the Freedom of Information Act. I hereby request the following records:

All records which discuss the status of the healthcare.gov website during the shutdown including any justification to keep it open while closing other government websites. Please include all records before the shutdown which discuss how to handle the situation and records from during the shutdown. Further, include, but do not limit the responsive records to emails to and from any CMS or HHS staff member on this topic.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

My request was more specific than you state. I am only looking for emails discussing healthcare.gov in light of the government shutdown, such as discussing whether or not to shut the website down during the shutdown, justification to keep it online, any directions received on this topic and discussion concerning it.

I do not know the senders or receivers and I believe it is unreasonable to require that information. If you are not able to search the entire email system by keyword, I would suggest selecting the employees who would be working on the healthcare.gov website and policy concerning it. You can use the timeframe between 9-1-13 and 12-31-13. The topic is very specific and seems to have a timeframe implied, but you may use the one I provided.
