To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All records concerning the closing of the Havasu National Wildlife Refuge during the October 2013 government shutdown. Please include records such as:
1) Communication directing the closing of entry ways
2) All tickets issued to people for entering the refuge while closed
3) All communication to and from citizens, government officials, and other government agencies concerning the closing of the Havasu National Wildlife Refuge
4) All records which show how public funding would have been required to keep the Havasu National Wildlife Refuge open to the public.
5) All communication to and from employees during the shutdown where the employee's regular duties include access to the Havasu National Wildlife Refuge.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jason Smathers

Because of a busy schedule, I have not yet been able to call. Can I answer your questions via email?

From: Jason Smathers

Bernard Lujan,

Thank you for your time on the telephone today. I just wanted to summarize what we spoke about on the phone today concerning this FOIA request. I will review my initial request point by point in light of our conversation.

>1) Communication directing the closing of entry ways
Concerning this item, you were going to provide the general communication from the President and from your chain of command requiring everything be closed since there is nothing specific to the Havasu Refuge.

>2) All tickets issued to people for entering the refuge while closed
Rather than providing all tickets and warnings, etc. I agree to a summary report of law enforcement activity during the shutdown in the Havasu Refuge.

>3) All communication to and from citizens, government officials, and other government agencies concerning the closing of the Havasu National Wildlife Refuge
You were going to have the local office search for this.

>4) All records which show how public funding would have been required to keep the Havasu National Wildlife Refuge open to the public.
It sounded like no such evaluation was done, so no records would exist for this portion.

>5) All communication to and from employees during the shutdown where the employee's regular duties include access to the Havasu National Wildlife Refuge.
You were going to have the local office search for this as well and include any sort of regular reports which demonstrate the work being done during the shutdown.

Thank you for your help in gathering these documents.

Blessings,
Jason Smathers
