This responds to your Freedom of Information Act (FOIA) request emailed to the Office of Naval Intelligence (ONI) for “any records relating to a former Office of Naval Intelligence Officer, Harold “Hal” Feeney (September 22, 1922-June 9, 2012).  Your request was assigned the above referenced FOIA number.
ONI does not maintain records specific to any ONI Officer to include “Harold “Hal” Feeney”.  Other than records pertaining to current employees, ONI does not maintained records on individuals.  ONI does not have a centralized index that would allow a search of ONI databases or electronic files by name or other personal identifier.  To conduct a search for records information regarding Mr. Feeney’s involvement in specific projects, programs, missions or operations would be required.

Hi. Thanks for the reply. I was wondering if it would be too broad an area to request the ONI records of Mr Harold Feeney's involvement in Cuban operations, specifically operations against the Cuban regime of Fidel Castro?

In order to provide you with the best possible answer to your below question I did an internet search on Mr. Feeney. Based on that search, I sent an internal task to the ONI organizations with purview over intelligence collections and specifically asked the question "does ONI have any records dating from 1950 through 1963" I know that based on my experience with ONI that most records prior to 1966 have either been destroyed or transferred either to the National Achives and Records Administration or the Navy Heritage and Historical Center. If ONI has no records dating back that far then your questions becomes mute. If we do then I will need to know how many records we had for that time frame to know if your request would still be considered overbroad. As background, in early 1960, ONI’s purview over counter-intelligence operations (i.e. special operations and/or covert operations) were realigned under the Naval Criminal Investigative Service (NCIS) who worked closely with the FBI. At that time existing records were transferred as well.

In the event that records are identified that could be potentially responsive to your request I will advise you. You should also be aware that most ONI records prior to 1970 are not in electric form but are in hard copy form. Therefore, a line by line review would need to be conducted to determine if any would pertain to Mr. Feeney. If it applies I would provide you with an estimate of processing costs.

This responds to your below email. In order to determine if your request would still be considered overbroad I took the following actions.

Since ONI does not have a centralized index that would allow a search of ONI databases or electronic files by Mr. Feeney's name or other personal identifier I requested the ONI Collections Department, the Farragut Technical Analysis Center, The Transnational Threat Center and the Nimitz Operational Intelligence Center conduct a search. The purpose of the search was to determine if ONI had any records related to Cuba in general and specifically records related to "operations against the Cuban regime of Fidel Castro from 1950 through 1965". I used this date range as it coincides with and exceeds the dates of Mr. Feeney's activities with naval intelligence found on the internet. I also requested that if records were located to provide me with the approximate volume of the records located. Each reported no records were located for this date range related to Cuba in general and more specifically none related to "operations against the Cuban regime of Fidel Castro from 1950 through 1965". Most ONI records for this time frame have either been destroyed or transferred for archiving to the Naval Heritage and Historical Center or the National Archives and Records Administration.

To date there are no fees associated with processing your request. Collectively, ONI has used 1.45 hours of search time for this request. You should be aware that additional searches regarding this topic could result in processing fees. You would be notified prior to conduct a searches beyond the two hours of free search.
