Based on the information provided in your request, we are partially unable to conduct a search. In accordance with the Department of the Navy's FOIA regulations (32 CFR 701.8 (a)(1)), a requester is required to describe the records sought in sufficient detail to enable an employee familiar with the subject area of the request to locate responsive records with a reasonable amount of effort. Descriptive information about a record may be divided into two broad categories:

Based on the information provided in your request, we are partially unable to conduct a search. In accordance with the Department of the Navy's FOIA regulations (32 CFR 701.8 (a)(1)), a requester is required to describe the records sought in sufficient detail to enable an employee familiar with the subject area of the request to locate responsive records with a reasonable amount of effort. Please note that I was not requesting copies of the comments on these sorts of videos. Instead, I was requesting the internal communication about the video. For example, I would expect officers to comment on the appropriateness of the videos to the superiors of those involved in the videos. Further, it is also highly likely that guidance would have been circulated concerning the making of these videos.

For example, I made the same request to the US Marines who had several emails discussing a specific harlem shake video done in an air traffic control tower. As you can imagine, this was seen as inappropriate and the video was taken down. Several similar videos exist with Navy representatives in the video and similar records are suspected to exist.
