This is a request under the Freedom of Information Act. I hereby request the following records:

The initial proposal and all reports detailing the progress, outcome and/or findings in the Gulf War Illness Veterans Research Program (GWIRP) study run by Principal Investigator Dr. David Carpenter from the State University of New York in Albany. Dr. Carpenter’s study was awarded a grant of $633,677 in September 2010 for Proposal Number GW093066, Award Number W81XWH-10-1-1004, with the stated purpose of "Evaluating an innovative detoxification treatment program using the Hubbard Regimen as a means of rehabilitative therapy for ill Gulf War Veterans." I also request that, if appropriate, fees be waived as I believe this request is in the public interest since the publicly available information on this grant failed to acknowledge the program is based on the Church of Scientology Purification ritual. This ritual has been widely reported as dangerous pseudoscience that causes adverse side effects and severe reactions when used in other treatment contexts. Disclosure of the requested documents will aid the public understanding in why such a controversial program was included in a government-funded clinical trial of 50 veterans suffering from GWI. Please considered My FOIA Request dated June 10, 2015 for CMDRP GWIRP Proposal Number GW093066, Award Number W81XWH-10-1-1004 withdrawn.

I had filed this request under the assumption that the initial response I received to my earlier FOIA request for the same information (Case #FP-15-021393/FA-15-0003 dated May 27, 2015) was rejected as being to broad. That earlier request has now been sufficiently filled with the disclosures I received on August 28, 2015. Therefore, there is no need to respond to my second request with the same documentation I have already been provided with.

Also, please accept my apologies for the confusion and unnecessary paperwork.
