To Whom It May Concern:

This is a request under the Freedom of Information Act. This NIST webpage - http://www.nist.gov/healthcare/usability/humanfactorguidelines.cfm - states: "NIST and Johns Hopkins are partnering on a research program aimed at developing human factors guidelines for preventing disparities related to EHR adoption" I hereby request any and all records referring to those guidelines or drafts of them.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I am a journalist whose work has been published by Salon.com, Vice, The Daily Dot, and other news organizations. I am gathering the requested documents in the service of news-gathering and in the hopes of writing an article about them. Therefore I believe this request to be in the public interest and ask for fees to be waived.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Douglas Lucas
