This is a request under the Freedom of Information Act. I hereby request the following records:

-Any and all guidance material provided by your agency since January 1, 2013 to financial institutions meant to supplement or replace partially or entirely the FATF's non-binding "Guidance for Financial Institutions in Detecting Terrorist Financing" or meant to otherwise help financial institutions identify potential transactions or other activity by terrorist groups. This should include any presentations your agency has given to employees of financial institutions.

-Blank copies of any forms – be they physical or electronic – that financial institutions are required or asked to submit to your agency when they identify potential financial activity by suspicious or terrorist groups. If financial institutions submit information on potential financial activity through an online form or series of forms please provide screenshots of every page of the submission process.

-Any and all lists maintained by your agency – other than that provided in Executive Order 13224 -- of individuals or groups designated for special attention or increased scrutiny by financial institutions. I understand that the names of some individuals may have to be redacted from such lists.

I request that I be classified as a member of the news media for fee purposes as I am a journalist employed and published by the Boston Globe. An internet search of my name will provide ample evidence of my continuing work for The Globe. Furthermore, I intend to use the requested documents to educate the public on the workings of the government -- specifically how government agencies partner with private entities to combat terrorism.

I would like to make it clear that I am requesting classification as a member of the news media and the subsequent fee category for myself as an individual journalist and not for blanket fee waiver of any kind.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
