(NARA). Your request was received in this office on August 31, 2016 and
assigned FOIA case numbers *50966* and *51135*.

You requested access to case file numbers *100-HQ-356160* (FOIA case number
50966) and *100-DE-22248* (FOIA case number 51135), identified by the FBI
as potentially responsive to your request for records relating to *Grace
Lee Boggs*. My initial assessment confirms that Ms. Boggs is the subject of
both files.

Initially, we could not locate case file 100-DE-22248 in NARA inventories.
However, upon consultation with the FBI’s Records Disposition Unit we were
notified that this file had been consolidated into FBI case file
*157-DE-3166*. Case file 157-DE-3166 contains an estimated 700 pages,
compiled as part of an investigation conducted between June 1953 and May
1975.

Requests for FBI case files that exceed 500 pages are assigned to our
second-tier processing queue. To give you an indication of our existing
backlog, we are currently processing second-tier requests received in March
of 2012.

Case file 100-HQ-356160 contains an estimated 900 pages, compiled as part
of an internal security investigation conducted between August 1948 and
October 1974. Please note that this file was previously requested and
reviewed under a first-party request. Therefore, the amount of time
required to re-review this file to fulfill your third-party request is
reduced considerably. As a result, case file 100-HQ-356160 has been
assigned to our first-tier processing queue. Taking into consideration our
existing backlog, the estimated time required to complete the processing of
your request for case file 100-HQ-356160 is approximately 18 months from
the date of this correspondence.

Both files require screening for categories of information exempted from
disclosure under the terms of the Freedom of Information Act, prior to

I am writing in response to your Freedom of Information Act request of
August 26, 2016, for records in the custody of the National Archives and
Records Administration. Your request for FBI case files 100-HQ-356160 and
100-DE-22248 on Grace Lee Boggs was received in this office on August 31,
2016, and assigned FOIA case number RD 51135.

Case file 100-HQ-356160 was processed under RD 50966 and released to you
previously.

We determined on September 19, 2016, that case file 100-DE-22248 had been
consolidated into case file 157-DE-3166, so I have reviewed 157-DE-3166 to
respond to the remainder of your request not handled under RD 50966.

I have completed a line-by-line review of FBI case file 157-DE-3166 and
released information to the greatest extent possible. The file has been
redacted to protect information properly classified under Executive Order
13526 per 5 USC 552 (b)(1); to protect the personal privacy of living
individuals per 5 USC 552 (b)(6); to protect the identities of confidential
sources per 5 USC 552 (b)(7)(D); and to protect information exempted from
disclosure by statute per 5 USC 552 (b)(3). The relevant statutes in
support of the (b)(3) withholding are 18 USC 2510-2510 Title III, which
protects wiretap information and request for wiretaps; and 26 USC 6103,
6015, which protects income tax returns and return information. A summary
of the results of this review is provided below:

FBI case file 157-DE-3166: 1025 total pages; 798 pages released in full and
227 pages released in redacted form.

You or your representative may view the releasable version of the file in
Room 4000, the reading room operated by the Motion Pictures Branch at the
National Archives facility in College Park, Maryland. Please contact
Jessica Hartman at least one week in advance of your visit at

the reading room, staff will provide a CD/DVD with a copy of the file in
