Pursuant to the Freedom of Information Act, I hereby request the following records:

Glenn Pettit, a NYPD Police Academy Video Production Unit member who documented the 9/11 attacks with his video camera, he tragically died during the attacks and the condition of his video camera remains unknown to the public. I am seeking further information regarding that and a possible release of his camera footage to the public.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear FOIA Appeals Officer:

I am writing to appeal the response to my Freedom of Information Act (FOIA) request tracking number 1586692-000 submitted to the Federal Bureau of Investigation (FBI) on March 11, 2023. My request sought records related to Glen Pettit's camera footage captured during the tragic events of September 11, 2001.

I received the FBI's response on March 20, 2023, stating that an adequate search had been conducted and no responsive records were found. I believe the search was not sufficient and therefore respectfully request a more thorough review of the FBI's records.

Glen Pettit was an NYPD officer and videographer who documented the 9/11 attacks in real-time. His footage holds significant historical and public interest, as it could provide valuable insights into the events that transpired that day. Since Officer Pettit tragically lost his life while performing his duties during the attacks, it is essential to preserve and examine his contributions for posterity.

Given the importance of the footage in question, it is surprising that no responsive records were found within the FBI's archives. It is plausible that the footage might have been shared with the FBI as part of the joint investigation efforts with local law enforcement agencies. Therefore, I kindly ask that you reassess my request and perform a more comprehensive search, which should include:

A review of all records related to the 9/11 attacks, specifically those involving collaborations with the NYPD or other local law enforcement agencies.
An inquiry into any records containing communications between the FBI and NYPD concerning Glen Pettit or his camera footage.
A search for any records referencing the analysis, assessment, or distribution of Glen Pettit's 9/11 footage.
