To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
* A complete copy of the GHIDRA software security tool, including source code
It is has been publicly reported that GHIDRA will be shared at the upcoming RSA Security Conference in March of 2019, therefore I anticipate that no exemptions from disclosure should apply to this request.
Thank you in advance for your anticipated cooperation in this matter.
I look forward to receiving your response to this request within 20 business days, as the statute requires.
We received your FOIA request for a complete copy of the GHIDRA software security tool, including source code. It has been assigned Case # 106022. As you note in your request, NSA plans on releasing GHIDRA at the RSA Conference in March via a web service. At this time, it is not available for release. We can still process your request. However, you should be aware that NSA processes requests on a multi-track basis: first-in/first-out within queues based on the level of difficulty and/or volume of responsive material. This method of responding to requesters is advocated by both the Department of Defense, of which NSA is a component, and the Department of Justice. The multi-track system is employed in fairness to all requesters. We believe you would be better served waiting for the public release in March. Please advise whether we should continue processing your request, or if you would prefer to wait for the public release and withdraw your FOIA request.

An interim response, stating the request is being processed.
I appreciate your informative response. I respectfully disagree that I would be best served by awaiting the scheduled release at the RSA trade show, as it's clear the responsive material has already been identified, reviewed, and cleared for release. The difficulty involved in providing the records to me should be minimal, and I would like for the processing of my request to continue accordingly.
The GHIDRA software tool is now available for download on the www.nsa.gov website. If this satisfies your request please let us know, so we can close your case.
