From: National Park Services

Dear Mr. Nash,

In accordance with 43 CFR 2.8(a), a requester must describe the records in
sufficient detail to enable an employee familiar with the subject area of
the request to locate responsive records with a reasonable amount of
effort. Your request does not meet this requirement. Because of the
nature of your request, we are unable to determine exactly what records
you are asking for.

When you say "mentioning the band Fugazi" to what are you referring? Are
you referring to a band of Indians, a musical band or the Fugazi bank in
San Francisco? http://pdfhost.focus.nps.gov/docs/NRHP/Text/07001469.pdf

If you are referring to an American Indian Tribe, I did not find one list
on the list prepared by the Library of Congress
http://memory.loc.gov/ammem/award98/ienhtml/tribes.html nor did I find a
tribe with that name on the list of Federally recognized tribes.
http://www.bia.gov/WhoWeAre/BIA/OIS/TribalGovernmentServices/TribalDirectory/index.htm#f

If you are referring to the musical band, it is not clear why you think the
National Park Service would have responsive records. As we do not have the
capability to conduct any type of federated search for the term Fugazi, we
will need more information as to which of the more than 390 National Park
Service units, field, regional or national offices you think might have
responsive records.

Please be as specific as possible concerning the type of documents you are
requesting. If you know, please include the date, title or name, author,
recipient, and subject matter of the records you are seeking. Additionally,
please identify the geographical location and timeframe for which you are
seeking records. It is unclear whether your request covers only records in
the bureau’s headquarters or in its field offices as well.

We will not proceed further with your request until we receive additional
clarification from you. In accordance with our regulations (43 CFR 2.8
(a)(3)), if we do not hear from you within 20 workdays of the date of this
letter, we will assume you are no longer interested in this matter and will
close the file on your request

Sincerely,

C.

Hi Charis,

Apologies for the confusion. This clearly wasn't worded very well.

I'm interested in seeing if there are any records pertaining to Fugazi the Washington,DC-based rock band, specifically relating to any concerts performed on National Park Service property in DC between 1987 and 2001. But I'll go ahead and narrow the request to just two years: 1991 and 1993.

As far as specific documents, I'd like to see any permits, memos or reports prepared before or after those concerts pertaining to crowd control/security concerns etc.

For reference, the 1991 performance I'm interested in took place Jan. 12, 1991 near the White House. Here's a Youtube clip: http://www.youtube.com/watch?v=gzC0RNkBXM0&feature=related

I'm making a guess that the spot there is either NPS property or close enough that NPS had either authority or concern.

The second concert took place 8/7/93 on the National Mall (Link: http://www.dischord.com/fugazi_live_series/washington-dc-usa-80793). I'm interested in seeing the same types of documents for that event: anything relating to the permitting and security concerns, whether they're actual permits or memos/reports.

I really appreciate your help. Please let me know if you have any other questions.

Thanks

Tom
