This is a request under the Freedom of Information Act (FOIA). On behalf of the Climate Investigations Center (CIC), a national non-profit association of advocates, bloggers and researchers, I hereby request the following records:

1. Group or respective communications, records, or documents exchanged between staff of the Department of Energy (DOE) and Jenny Kim, Brian Henneberry, Catherine Haggett, Raymond Paul, Philip Ellender, lobbyists for Koch Companies Public Sector LLC, since January 1, 2017 until present;

2. Communications, records, or documents received or sent by staff of the DOE related to the 10/17/2017 Koch Companies Public Sector LLC Lobbying Disclosure form (attached) containing the following terms: "carbon pricing"; "clean power plant"; "renewable fuel reform"; "energy exports"; "ratepayer protection"; "renewable fuel"; "CAFE Standards"; "Consumer and Fuel Retailer Choice"; "nominations";

3. Communications, records, or documents received or sent by staff of the DOE related to the 7/18/2017 Koch Companies Public Sector LLC Lobbying Disclosure form (attached) containing the following terms: "carbon pricing"; "clean power plant"; "renewable fuel reform"; "energy exports"; "ratepayer protection"; "renewable fuel"; "CAFE Standards"; "Consumer and Fuel Retailer Choice"; "nominations".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. CIC is entitled to a fee waiver because it is a news media organization and because this request for records concerns activities or operations of the government. Disclosure of the requested records will likely increase public understanding of government operations since CIC has the ability and the intention to effectively convey the information contained within the requested records to a broad public audience. Founded in 2014, CIC’s investigative research and reporting has appeared in local and national publications such as the New York Times, the Huffington Post, and the Washington Post. In addition to using the information from this request to generate news stories, CIC would distribute information obtained and inform the public at large through various online platforms (such as http://climateinvestigations.org/).

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

There has been confusion on the way the below amendment to your requests were worded. For clarification purposes, I just wanted to separate out the amended request for each of your request:

HQ-2018-00285-F: a search of the Office of Energy Efficiency and Renewable Energy (EE), the Office of Electricity Delivery and Energy Reliability (OE), and the Office of Fossil Energy (FE) for communications to or from lobbyist at Koch Companies concerning the keywords listed in your original request.

HQ-2018-00329-F: a search of the Office of Energy Efficiency and Renewable Energy (EE), the Office of Electricity Delivery and Energy Reliability (OE), and the Office of Fossil Energy (FE) for communications to or from lobbyist at Crossroad Strategies concerning the keywords listed in your original request.

Please reply with confirmation of this amendment so I can proceed with processing your request. There were questions on whether you were looking for communications between lobbyist at Koch Companies and Crossroad Strategies, so I just want to clarify that these were two separate requests.
