Pursuant to the Freedom of Information Act, I hereby request the following records:

Any documents which pertain to direct energy weapons (DEW) being tested or used on this United States Citizen, Amy Catherine Matelic, LCSW.
For all current ongoing CIA, FBI, DOD office of the Secretary of Defense and DOD OIG, US Army Intelligence and Security Command, U.S Navy, AIr Force or Marines and U.S. Special Operations Command, Directed Energy Bio-Behavioral Research (DEBR) programs and contracts in the United States of America as of March 7, 2023 using directed energy weapons (DEWS), Non-lethal Weapons (NLW's), neurological weapons such as Remote Neural Monitoring weapons/technologies, or any other kind of Electronic Warfare or Combat Systems Testing/Training involving the use of (non-ionizing or ionizing) radiation weaponry or radiation techniques of any kind whatsoever on "Human subjects" such as myself either knowingly or unknowingly, Amy Catherine Matelic, LCSW, being conducted by any sector or joint operation of the CIA, FBI or DOD whether Army, Navy, Air Force, Marines, Special Command or any other, whether to determine the "human effects" or "bioeffects" of such radiation, as "scientific research" for purposes of calibration of radiation (possibly termed non lethal radiation) intended for the use on human subjects for interrogation techniques, "behavior control," "behavior modification," or for any other purpose to be used on Amy C. Matelic, LCSW please provide:
1. The Statement of Work/Scope on each program or full contract with each contract awardee or winning offeror company, and the full statement of work included with each contract;
2. Completed documentation of Informed Consent from all human subjects, which may or may not include Amy C. Matelic, LCSW, targeted by this program or contracts Bio-Behavioral Research or Weapons Testing and Training Program which includes:
a. The FWA (Federal Wide Assurance) signed off by the Office of Human Research Protections, Department of Health and Human Services;
b. Detailed informed consent documents listing consent of human subjects, (which may or may not include Amy C. Matelic) specific information provided to human subjects, and signed documents from human subjects attesting to informed consent;
c. Any additional internal CIA document assuring compliance with the Common Rule-signed off by the Institutional Review Board involved;
d. All affirmations of Compliance Oversight from the Office of Human Subject Research Protections; &
e. All waivers of consent from the Secretary of Defense, if and as applicable, and full reasons of these waivers.
3)Completed documentation with precise details on location and Field of Operations where these DIrected- Energy Weapons are being trained "wittingly" or "unwittingly" overtly or covertly on human subjects--namely, American Civilians such as Amy C. Matelic and others in the USA. All documents mentioning individuals exposed such as Amy C. Matelic , to directed-energy weapons by FBI, CIA, DOD, or any other governmental entity as listed above.
4) The frequencies (Hz) used in each DEW.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Ms. Matelic,

This pertains to your Freedom of Information Act (FOIA) request submitted to
U.S. Special Operations Command (USSOCOM), we have assigned it USSOCOM FOIA
2023-166. Please refer to this number should you have any questions
concerning your request.

We have placed you in the "all others" category for fee purposes, which
affords you two hours of search time and 100 pages of duplication free of
charge. Subsequent processing will be assessed at the established DoD fee
rates: clerical search time is $20 per hour; professional search time is $44
per hour; executive search time is $75 per hour, and document reproduction
is at $0.15 per page. Depending on the size of the document(s), we would
have provided the final response on CD or electronically. Please be
advised, any future FOIA submissions should include your fee agreement,
which would consist of the amount you would agree to pay for the processing
of your request for information. In this case, no fees were assessed.

In order to protect any personally identifiable information and ensure
documents are received, your FOIA request, USSOCOM's final response letter,
and responsive information, if any, in redacted format, is being sent to you
electronically via DoD SAFE. You will receive a separate email containing an
individual username and password. Once the email is received, click on the
link provided and you will be directed to DoD SAFE. You will then be
prompted to enter the provided username and password. Once entered, you will
see the documents being sent to you along with instructions on how to
download them.

USSOCOM FOIA 2023-166 is closed with no further action from this office.
