Pursuant to the Freedom of Information Act, I hereby request the following records:

Any documents which pertain to direct energy weapons (DEW) being tested or used on this United States Citizen, Amy Catherine Matelic, LCSW.
For all current ongoing CIA, FBI, DOD office of the Secretary of Defense and DOD OIG, US Army Intelligence and Security Command, U.S Navy, AIr Force or Marines and U.S. Special Operations Command, Directed Energy Bio-Behavioral Research (DEBR) programs and contracts in the United States of America as of March 7, 2023 using directed energy weapons (DEWS), Non-lethal Weapons (NLW's), neurological weapons such as Remote Neural Monitoring weapons/technologies, or any other kind of Electronic Warfare or Combat Systems Testing/Training involving the use of (non-ionizing or ionizing) radiation weaponry or radiation techniques of any kind whatsoever on "Human subjects" such as myself either knowingly or unknowingly, Amy Catherine Matelic, LCSW, being conducted by any sector or joint operation of the CIA, FBI or DOD whether Army, Navy, Air Force, Marines, Special Command or any other, whether to determine the "human effects" or "bioeffects" of such radiation, as "scientific research" for purposes of calibration of radiation (possibly termed non lethal radiation) intended for the use on human subjects for interrogation techniques, "behavior control," "behavior modification," or for any other purpose to be used on Amy C. Matelic, LCSW please provide:
1. The Statement of Work/Scope on each program or full contract with each contract awardee or winning offeror company, and the full statement of work included with each contract;
2. Completed documentation of Informed Consent from all human subjects, which may or may not include Amy C. Matelic, LCSW, targeted by this program or contracts Bio-Behavioral Research or Weapons Testing and Training Program which includes:
a. The FWA (Federal Wide Assurance) signed off by the Office of Human Research Protections, Department of Health and Human Services;
b. Detailed informed consent documents listing consent of human subjects, (which may or may not include Amy C. Matelic) specific information provided to human subjects, and signed documents from human subjects attesting to informed consent;
c. Any additional internal CIA document assuring compliance with the Common Rule-signed off by the Institutional Review Board involved;
d. All affirmations of Compliance Oversight from the Office of Human Subject Research Protections; &
e. All waivers of consent from the Secretary of Defense, if and as applicable, and full reasons of these waivers.
3)Completed documentation with precise details on location and Field of Operations where these DIrected- Energy Weapons are being trained "wittingly" or "unwittingly" overtly or covertly on human subjects--namely, American Civilians such as Amy C. Matelic and others in the USA. All documents mentioning individuals exposed such as Amy C. Matelic , to directed-energy weapons by FBI, CIA, DOD, or any other governmental entity as listed above.
4) The frequencies (Hz) used in each DEW.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Ms. Matelic - This is to acknowledge the receipt of your request and to let you know that I am
the analyst assigned for processing. If you have any questions, please feel free to contact

Although you submitted your request under the FOIA, it does not actually meet the requirements
of the statute. The FOIA is a federal statute that provides an avenue by which the public may
seek access to documents maintained in the files of Executive Branch agencies, but a request
must fulfill certain requirements before it is considered ‘perfected’. One of these is that
requesters must describe the records they are seeking in such a way that a knowledgeable agency
official can readily identify and retrieve the document with a "reasonable amount of effort."
The FOIA was not designed to require agencies to create records or conduct research for
requesters, only to provide records that already exist and have been described in sufficient
detail so they can be located. Descriptive information about a record may be divided into two
broad categories.

(a) Category I is file-related and should include information such as the type of record
(e.g., personnel file), title, index citation, subject area, date the record was created and/or
the originator.

(b) Category II is event-related and should include the circumstances that resulted in the
record being created or the date and circumstances surrounding the event the record covers.

Generally, a record is not reasonably described unless the description contains sufficient
Category I information to permit the conduct of an organized, non-random search based on the
DON activity’s filing arrangements and existing retrieval systems, or unless the record
contains sufficient Category II information to permit inference of the Category I elements
needed to conduct such a search.

Any search for the records as they are currently described would amount to something of a
“fishing expedition” covering field units and other executive agencies of the federal
government all over the world. For the foregoing reason, we will hold your request in abeyance
for 5 business days from the date of this email. Within that time, please provide additional
information regarding the requested records and why you believe the Marine Corps would have
these records or where they might be held. Should we not receive a response within the
allotted time, we will administratively close your request.

Please be advised that we have categorized you as an "other requester" for the purpose of
assessing FOIA processing fees. As such, you are entitled to two hours of search time and 100
pages of duplication free of charge but are responsible for the payment of any fees beyond
that. Fees are currently assessed at $48.00 per hour for professional search. See 32 C.F.R. §
286 Subpart F.

If you consider this an adverse determination, it may be appealed to the Department of the Navy
Office of the Judge Advocate General (Code 14), 1322 Patterson Ave SE, Suite 3000, Washington
Navy Yard, DC 20374-5066. Your appeal, if any, must be postmarked within 90 calendar days
from the date of this email and should include a statement indicating why you believe it should
be granted.
