I am writing for a FOIA request due to Non-Consensual Human Experimentation with no informed Consent nor Knowledge. And extreme victimization, harassment, surveillance, targeting, and deprivation of Constitutional, Civil, and Human Rights and Freedoms due to : DOD/DARPA OFFICE OF INFORMATION PROCESSING TECHNIQUES AND BEHAVIOR SCIENCES FOR ARTIFICIAL INTELLIGENCE, COMMAND & CONTROL (BEHAVIOR MODIFICATION OR BRAINWASH) NONCONSENSUAL HUMAN RESEARCH

The sources of my targeting and gangstalking as a result of the partnership of the State of Illinois SmartState Blockchain Initiative and the DOD AND DARPA PROGRAM CALLED THE DARPA OFFICE OF INFORMATION PROCESSING TECHNIQUE AND BEHAVIOR SCIENCES FOR ARTIFICIAL INTELLIGENCE COMMAND AND CONTROL. ALSO KNOWN AS BEHAVIOR MODIFICATION or BRAINWASH. I BECAME VICTIMIZED AS AN EMPLOYEE FOR THE STATE OF ILLINOIS DEPARTMENT OF HUMAN SERVICES AS OF 2016-CURRENT.

My hair falling out and not growing. darkening of my skin. Muscle loss. Teeth decay. Shaking a lot (CNS). PROGRAM USED SILENT TALK WHICH USES THE BRAINS EEG WAVE PATTERNS. Eyes/vision. Vertigo; everything I warned everyone I was going through since 2016.

DARPA’s Projects, XG, Robotic assured Military communication, CALO; Cognitive Impairment (ADDHD and Optical), and Silent Talk; to identify EEG patterns for words and transmit for covert communications or Telepathy were part of the tests using data mining the optic pattern, DNA, and more. This computer-mediated telepathy allows user-to-user communication through analysis of neural signals. The research aims to detect and analyze the word-specific neural signals, using EEG, which occur before speech is vocalized, and to see if the patterns are generalizable. As of 2009 the research is focused on military uses. Used asa guinea pig of these programs went for tests.
I am harassed and stalked and surveillanced by Silent Talk, Computer Mediated Telepathy, (EEG PATTERNS), helicopters, planes, drones, satellites for Military and Intelligence research testing on behalf of the Department Of Defense/DARPA/Military daily as a result of DARPA’s Office Of Information Processing Techniques and Behavior Sciences for Artificial Intelligence Command & Control (aka Behavior Modification/BRAINWASH Research). , I have witnesses, videos, photos, documents which I was selected as an employee for the State of Illinois Department of Human Services from the partnership of the DEPARTMENT OF DEFENSE and the STATE OF ILLINOIS for the ILLINOIS SMARTSTATE BLOCKCHAIN INITIATIVE 2016. I am requesting all research documents I am NONCONSENSUALLY a listed on. Names of those responsible for the research between DARPA and the State of Illinois ehich my name is listed o. To include all electronic, written, oral, verbal agreements and correspondence emails, research records, Air Force flight documents for Kankakee County, Illinois. I am seeking records and warrants for electronic surveillance and fusion center surveillance at State of Illinois fusion centers (Chicago - CPIC, and Springfield-STIC), Contracts, Transportarion logs for aircraft (helicopters, planes, drones, satellites) within Kankakee County, Illinois specifically the cities of Kankakee, Illinois, Bradley, Illinois, Bourbonnais, Illinois flying above around my home (362 Stratford Court, Bourbonnais, Illinois, 60914), job (285 N. Schuyler Avenue, Kankakee, Illinois, 60901), family homes, and while out in public venues in Kankakee County Illinois, any electronic or paper documents for which I am and have been placed on relating to the Joint Terrorism Watch List, written or oral agreements for the monitoring and electronic surveillance, fusion gps tracking, notes on the conversations and communications with invoices, payment records, directives, memorandums, emails, paper, or electronic correspondence between the State of Illinois Government, Department Of Healthcare and Human Services, DARPA & Department Of Defense, Department Of Justice, Department Of Homeland Security, FAA, Office of Government Information Services, CIA, NSA, NASA, US Air Force Space Command, US Air Force Vandenberg Base and Western Test Range, Illinois Board of Higher Education (University of Illinois (Chicago, Springfield, Urbana Champaign, Northwestern Illinois University, Brown University) ,
