This is a request under the Freedom of Information Act. I hereby request the following records:
I want the daily 2-line element sets (elset or TLE) for satellite 1983-60C (NASA catalog # 14139) for the 7 days of August 25 thru Aug. 31, 1983.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

With the information provided, unfortunately we have been unable to determine
the Office or Agency who may have records responsive to your request and
therefore unable to process this request. We are asking you to provide the
name of the agency you believe would have the records responsive to your
request. Your request has been put on hold for 10 days (until 16 March 2013).
If we do not receive the necessary response from you this request will be
administratively closed effective 17 March 2013.

Your earlier response suggested we contact NASA and AFSPC, and so we submitted FOIA requests to those agencies and are awaiting response from them.

(Please ignore my previous answer, I did not realize you represented AFSPC.)
I need the agency that tracks satellites and predicts positions for satellites. These positions are described by 2-line element sets (TLE's), issued daily for each satellite, consisting of two lines of numbers. I need 30-year-old TLE data on a specific satellite as described in my request.
Back in the 1970s, NASA gave out the TLE positions for ALL satellites to anyone who asked, it was considered public. Starting in mid-1983, NASA could only give out data on civilian satellites, not military/intelligence satellites. Some years ago they told me they didn't even have the military data anymore. So who keeps the database for these satellites?
You are better positioned to find out, as you know the organization. I could only speculate that perhaps North American Aerospace Defense Command would have it, since they do tracking for strategic defense. Is NORAD now part of AFSPC?
Just to cover bases, I submitted another FOIA to NASA too.
