To whom it may concern,
I’m hereby appealing the FBI’s decision to withhold processing notes for FOIA request number 1378211-000.
The FBI has released processing notes in response to a number of requests in the past, and while the FBI may decline to release processing notes on a case-by-case basis under FOIA exemption 7(A) (Shapiro vs. the U.S. Department of Justice), the FBI’s invocation of exemption B(5) is not sufficient to justify the full withholding of the responsive documents requested.
I’m appealing the decision to withhold the documents in full, and ask that the bureau release all segregable material that is responsive to the attached request.
