Dear Mr. Ader:
Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA), via the
*FOIAOnline* website. We received your request on March 16, 2020. Your
request concerns FBI files.
Our office uses the *FOIAonline* portal for FOIA and Privacy Act requests
for the National Archives and Records Administration's *operational* records
(records created by this agency). Your *FOIAOnline *request is for records
that may be *archival* records (records created by or originated in a
different agency but that may have been transferred to the legal custody of
NARA), to which access is restricted. Therefore, we have forwarded it to
our *Office of Research Services, Special Access and FOIA* (RF) staff who
handle FOIA requests for such archival records.
Since *Research Services* does not process FOIA requests through
*FOIAOnline*, we removed your request from the *FOIAOnline* website. *Special
Access *staff will assign you a new tracking number, and respond directly
to you. In the future, if you need to follow up with that office directly,
please contact them at the address below, or electronically via email.

Dear Mr. Ader,
I am writing in response to your Freedom of Information Act request of
March 16, 2020 for records in the custody of the National Archives and
Records Administration. Your request was received in this office on March
17th and assigned FOIA case number RD 64052.
You requested access to multiple FBI case file numbers, individual serials
within case files, and individual page numbers within serials, each
identified by the FBI as potentially responsive to your request for records
relating to Murray Bookchin.
My initial assessment used the entire two hours of search time allotted
under the FOIA. Unfortunately, I was unable to complete the search due to
the large number of requested items and the length of time it takes to
physically search paper files. What follows is an accounting of the
materials that I was able to locate.

Because I have determined that FBI case file number 100-HQ-454082 ends with
serial number 2, I am denying *only* this portion of your request on
procedural grounds. However, if you believe that 100-HQ-454082 is
responsive to your request, please contact me directly at
christopher.abraham@nara.gov or 301-837-2958 within ninety (90) calendar
days from the date of this letter. If we do not hear from you within ninety
(90) calendar days, we will administratively close* only *the portion of
your case relating to 100-HQ-454082.
All of the remaining materials require screening for categories of
information exempted from disclosure under the terms of the FOIA, prior to
public release. In particular, there are documents that may be redacted to
protect the identities of confidential sources, including FBI informant
codes and informant file numbers.
Collectively, the responsive materials in your request amount to
approximately 235 pages. Requests for FBI case files that do not exceed 700
pages are assigned to our first-tier processing queue. Taking into
consideration our existing backlog, the estimated time required to complete
the processing of your request is approximately 30 months from the date of
this letter.
Please note that once we have notified you that review is complete, you may
either visit our College Park, MD facility to view the file at no cost or
order a reproduction. You may order a reproduction copy at the cost of
$0.80 per page by contacting our office to place an order. We estimate that
the cost of a reproduction will be $188.00.

the subject of your request, please contact me directly at

From: National Archives and Records Administration
Dear Sir -
I contacted the FBI on your behalf concerning the outstanding issues
on 62-HQ-117964 and 100-HQ-454082 . As I indicated in my email of March
23rd, I was unable to locate 62-HQ-117964 in its entirety and unable to
locate 100-HQ-454082 serials 4-6 and 24 during the allotted search time. As
a final search tactic, I contacted FBI on your behalf about these two
issues and have just today received a response.
*62-HQ-117964* - FBI indicates it still has 62-HQ-117964 in its
possession. Therefore, I recommend that you contact the FBI directly (
https://www.fbi.gov/services/records-management/foipa) if you wish to
request it.
*100-HQ-454082 serials 4-6 and 24* - FBI concurs with the National Archives
that the case was transferred here, but cannot give an accounting of the
serial numbers within it. As you will recall from my email of the 23rd, we
only have serials 1 and 2 for this case file. Therefore, this portion of
your request remains denied on procedural grounds as previously outlined.
Regardless,if you believe that this file is still responsive to your
request, please see the instructions included in my email of the 23rd to
keep it an active portion of the request.
Sincerely,
*Chris Abraham*
