To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
1) Any and all records relating to Sergei Skripal, the former Russian intelligence officer turned double agent who moved to the United Kingdom.
2) Any and all records relating to the poisoning of Sergei Skripal and his daughter Yulia on 4 March 2018 and subsequent investigation.
The poisoning was widely reported in the press. Here is a detailed BBC report about the incident a few months after it happened.

Information about the attack is of the utmost public interest, given the threat it posed to the lives of the British public.
It would be greatly appreciated if materials could be provided on a rolling basis.
If this request is likely to produce more than 500 pages of documents, and thus take a long time to locate and respond, please let me know and I will further refine the scope.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Ben Riley-Smith
