Please include processing notes in response to this request, even if denied in part; thank you!

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

The United States Marshals Service (USMS) is providing a response to your request for “any and all SKUs, contracts, invoices, receipts, billing numbers, agreements, PO Numbers, billable hours, consulting relationships, for any services or goods associated with FLIR Corporation (on web as flir.com), to include technologies such as "Thermal Security Cameras", "Visible-Light CCTV Cameras", "Lorex", "Airborne Systems", "Maritime Systems", "Land Systems", "Tactical Vision", and "Unmanned Systems". Please include processing notes in response to this request.”

The USMS conducted a search of the Headquarters Investigative Operations Division (IOD) and located responsive records. Enclosed please documents from IOD, consisting of 40 pages of responsive information the USMS has determined to release to you. The names of Marshals Service personnel, third party individuals, and techniques for law enforcement investigations or prosecutions have been deleted pursuant to exemptions (b)(6), (b)(7)(C) and (b)(7)(E) of the Freedom of Information Act, 5 U.S.C. 552(b).

Exemption 6 allows an agency to withhold, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Exemption 7 allows an agency to withhold records or information compiled for law enforcement purposes to the extent that the production of such records or information (C) could reasonably be expected to constitute an unwarranted invasion of personal privacy, and (E) would disclose techniques and procedures for law enforcement investigation or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions, if such disclosure could reasonably be expected to risk circumvention of the law.. A discretionary release of such records or information would also be in violation of the Privacy Act of 1974, 5 U.S.C. § 552a. See also United States Department of Justice v. Reporters Committee for Freedom of the Press, 489 U.S. 749 (1989).

If you are not satisfied with my response to your request, you may administratively appeal by writing to the Director, Office of Information Policy, United States Department of Justice, Suite 11050, 1425 New York Avenue, NW, Washington, DC 20530-0001, or you may submit an appeal through OIP's eFOIA portal at http://www.justice.gov/oip/efoia-portal.html. Your appeal must be postmarked or transmitted electronically within sixty days from the date of this letter. If you submit your appeal by mail, both the letter and the envelope should be clearly marked "Freedom of Information Act Appeal.

For your information, Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA. See 5 U.S.C. § 552(c ) (2006), & Supp. IV (2010). This response is limited to those records that are subject to the requirements of the FOIA. This is a standard notification that is given to all our requesters and should not be taken as an indication that excluded records do, or do not, exist.
