This is a request under the Freedom of Information Act. I hereby request the following records:
Documents, between 2009 and 2014, relating to the execution of the "Fissile and Radioactive Material Proliferation Prevention" program within the Cooperative Threat Reduction program, specifically operations conducted around Degelen Mountain at Semipalatinsk in Kazakhstan.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage. It will also be used in reporting for Vice, a magazine and online media outlet. The purpose of my inquiry is to inform the public about an important set of historical events surrounding the disposition and protection of a sensitive former nuclear site, a set of events that can help illustrate the role that the US government plays in global nuclear security.
As such, I am seeking a fee waiver, under § 552(a)(4)(A)(iii). In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This notification email confirms that Defense Threat Reduction Agency/USSTRATCOM Center for Combating Weapons of Mass Destruction (DTRA/SCC-WMD) received your Freedom of Information Act (FOIA) request dated June 10, 2015 regarding documents between 2009 and 2014 relating to the execution of the "Fissile and Radioactive Material Proliferation Prevention" program within the Cooperative Threat Reduction program, specifically operations conducted around Degelen Mountain at Semipalatinsk in Kazakhstan.
The fee waiver will be determined after the search. In the event the fee waiver is denied, we need a fee agreement. The FOIA requires that requestors provide a willingness to pay all assessable fees.
Please respond to this message with either a willingness to pay all assessable fees or a maximum amount you are willing to pay, no later than July 28, 2015. If we find that this amount will not cover the cost of processing your request, we will let you know before we incur additional charges. You can then either agree to pay the additional amount needed or narrow the scope of your request.
