This is a request under the Freedom of Information Act. I hereby request the first record created (be it a brief, email, or any other document), on, about, mentioning, or concerning SORM, Russia's mass surveillance system for collection of Internet communications.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. I am a published independent reporter and a current contributor to Forbes (http://www.forbes.com/sites/runasandvik/). I have also had my journalism published on domestic and international blogs.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

To the FBI Freedom of Information Act Appeal Authority,

This letter constitutes a formal appeal under the U.S. Freedom of Information and Privacy Acts (5 U.S.C. 552/552a) and the regulations promulgated thereunder.

Along with a letter dated May 7, 2014, the FBI responded to my request for documents regarding SORM, Russia's mass surveillance system for collection of Internet communications, by saying no responsive records were found. You had assigned the request reference number #1261072-000.

The FBI performed an inadequate search for records responsive to my request, which is violative of the FOIA. I hereby appeal the FBI inadequate search for records responsive to my request and request that the FBI conduct a new complete and thorough search for the first record created (be it a brief, email, or any other document), on, about, mentioning, or concerning SORM, Russia's mass surveillance system for collection of Internet communications.
