4 - Mismanagement Issue Case opened 03/15/2007 and closed 05/09/2007

5 - Contract/Procedural Irregularities Case opened 04/04/2007 and closed
03/31/2008

6 - Violation SoC Case opened 05/08/2007 and closed 06/20/2007

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I appeal.

You are complying with neither the letter nor the spirit of the law. The law says you are obliged to release all segregable releasable portions and you did not seem to even make the slightest attempt to do so.

Moreover, the President's Memorandum on FOIA requires that agencies release all possible records.

Other investigatory agencies release these types of documents, redacted if necessary, but no agency withholds records in full in this manner.

Please provide all releasable records responsive to my request.
