Pursuant to the Freedom of Information Act, I hereby request the following records:

(1) An interpretation of the Manual on Uniform Traffic Control Devices for Streets and Highways ("MUTCD") issued by the Federal Highway Administration of the U.S. Department of Transportation ("FHWA") to to the Missouri Department of Transportation ("MoDOT") regarding the proper choice of exit numbers. This interpretation is referenced in MUTCD Request 2(09)-149, a change request submitted by the National Committee on Uniform Traffic Control Devices ("NCUTCD"), available at <https://ncutcd.org/wp-content/uploads/meetings/2019A/AttachNo10.18B-GMI-01-ExitNumbering-Approved.pdf>, on lines 37 through 38.

(2) The request (or requests) for interpretation submitted by MoDOT to FHWA regarding the proper choice of exit numbers, along with all supporting documentation accompanying the request (or requests) for interpretation, corresponding to the above FHWA interpretation of the MUTCD.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
