Pursuant to the Freedom of Information Act, I hereby request the following records:

1) All OPM policies and guidance documents regarding secondments, the practice of an employee from an outside business, organization, or government entity being placed to work for a time at a federal agency.

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest about the workings of government. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employ involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Mr. Feathers:

I am writing to you for clarification about the above-referenced request, seeking:

"All OPM policies and guidance documents regarding secondments, the practice of an employee from an outside business, organization, or government entity being placed to work for a time at a federal agency."

I have heard back from the subject-matter expert in our Employment Services program division and she is unfamiliar with the term "secondment." She writes:

"The term secondment, defined by Merriam Webster as detachment of a person (such as a military officer) from his or her regular organization for temporary assignment elsewhere, is not associated with Federal employment. Can you please provide more information on the type of information that you are requesting or specific examples of the types of situations you are researching?"

As you can see, this is not a term of art used in the federal workplace human resources world. If you know the type of personnel action you have in mind (see this list: https://dw.opm.gov/datastandards/referenceData/1487/current?index=N) or could at least provide greater specificity and detail regarding the activities in which you are interested, it would be very helpful.

Good afternoon,

Upon inquiry with OPM’s Employee Services (ES) program office, I have been informed that the term “secondment” is not associated with Federal employment. It is likely you are referring to the mobility program under the Intergovernmental Personnel Act (IPA), which provides for the temporary assignment of personnel between the Federal Government and state and local governments, colleges and universities, Indian tribal governments, federally funded research and development centers, and other eligible organizations. ES has indicated that it does not have “policies and guidance documents” on this topic beyond the statutory authority, OPM’s implementing regulations, and the information publicly available on OPM’s website, linked above.
