Seeking all correspondence, sale and/or rental receipts, legal correspondence, email and handwritten correspondence from government and nongovernment email accounts owned by government employees, on the hold, foreclosure, purchase and rental records of 1304-1 W. Waveland, Chicago, from 2012 up through to December 31, 2015. This includes records between Fannie Mae and Rep. Mike Quigley's office regarding said property.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

You requested the following:

Based on our review of the information you provided in your request, FHFA has determined that your response does not adequately meet the statutory standard for granting a fee waiver, as set forth in the FOIA, 5 U.S.C. 552(a)(4)(A)(iii), and FHFA's FOIA regulation, 5 CFR 1202.11(h). Regarding FOI request 2016FOI018, that is complete address. The zip code is 60613.

This unit was owned by John Lundeen who died in the above address on Mother's Day 2012 while his cousin Cory Baker was residing with him. The mortgage changed hands three times after Mr. Lundeen's death before it was in possession of Fannie Mae which officially bought the unit in December 2013. The unit remains in Fannie's Mae's hands with access provided to the managers of the Virginia Condominiums which rented said unit out to Lonnie and Patricia Yates from Dec. 2013 through June 2015. A third man was listed on public records as living there as well. I have twice written to Inspector General of Fannie Mae regarding this unit as well as with Illinois Representative Mike Quigley and Senator Dick Durbin. Fannie Mae incorrectly informed Mr. Quigley that this unit was not amid its properties. However, I subsequently received correspondence from Mr. Quigley confirming that Fannie Mae inaccurately reported it was not in possession of this unit.

Your request wase received in the Federal Housing Finance Agency's (FHFA) FOIA office on November 23, 2015, and assigned FHFA FOIA request number 2016-FOIA-018. Please refer to this number in any correspondence concerning your request. Your request was processed in accordance with the FOIA (5 U.S.C. Section 552) and the FHFA’s FOIA regulation (12 CFR Part 1202).
You requested the following:
"Seeking all correspondence, sale and/or rental receipts, legal correspondence, email and handwritten correspondence from government and nongovernment email accounts owned by government employees, on the hold, foreclosure, purchase and rental records of 1304-1 W. Waveland, Chicago, from 2012 up through to December 31, 2015. This includes records between Fannie Mae and Rep. Mike Quigley's office regarding said property."
While it is true that FHFA is the regulator and conservator of Fannie Mae, Freddie Mac, and the Federal Home Loan Banks (Government-Sponsored Enterprises), under the FOIA, only “agency records” are subject to disclosure. The FOIA defines “agency records” as records that are (1) either created or obtained by an agency, and (2) under agency control at the time of the FOIA request. FHFA does not maintain among its records the type of individual loan information that you request, and therefore does not have any records responsive to request.
Please note that the purpose of the FOIA is to open the actions of government agencies to public scrutiny, not to reveal the inner workings of private entities. The FHFA’s temporary role as conservator of the Government-Sponsored Enterprises (GSE’s) does not transform their company records into “agency records” subject to the FOIA. Further, FHFA has no duty under the FOIA to search for or request production of documents in the GSE’s possession. Nor does the FOIA require the GSE’s to search for responsive information.

Dear Ms. Easter,

This is an appeal of your denial of Fannie Mae records related to 1304 W. Waveland, Unit 1, Chicago, IL.

I am not seeking 'loan records,' nor did I request them. I am looking for communications within the agency as evidence of a criminal conspiracy to harass, surveil, experiment and torture subject E. Coady with shock, electromagnetic energy, microwave technology, and brain to computer interface. The ACLU revealed documents last June confirming that the CIA and FBI are colluding on experimentation against certain American citizens. While these weapons are considered 'secret,' there is ample and overwhelming evidence of their use and experimentation with by virtually every branch of the U.S. military. I have evidence that these technologies have and continued to be used against me in a retaliatory political campaign. I have evidence of 'biomem' implants which require the exposure to radio waves as I contend were used by contractor Yates and continue to be used by other unnamed persons at the Virginia Condominiums in Chicago and in surrounding area. This unit was occupied by a government contractor whom I contend implemented criminal acts against myself, the owner of the adjacent unit. I filed two complaints through the Inspector General's office of the Federal Housing Finance Agency. I contend Lonnie Yates, a government contractor working through Huron Consulting, was working on behalf of other government agencies, specifically the CIA, the FBI, the Department of Homeland Securities and the Department of Justice. As such, there should be ample communications between your agency and the above cited federal agencies.
