This is a request under the Freedom of Information Act. I hereby request the following records:
The database of federal employee salaries for the years 2008, 2009, and 2016.
This data has been provided to other requesters for different years. For example, the public data service, Enigma.io, has requested and posted the data from OPM for the years 2011 and 2012 (https://app.enigma.io/search/source/us.gov.opm.salaries). I am aware that the dataset has a significant size; Enigma.io's hosted datasets contains nearly 1.4 million rows for each year., and so I prefer that the request be filed electronically and the data provided as a bulk download if possible, or a CD-ROM otherwise.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Re: Request for fee waiver for FOIA Request #2016-06325
I am asking to be considered for a fee waiver as I intend to use the requested data for the public interest.
Specifically, I am researching characteristics and trends of the federal workforce over time, including the transitional years of presidential administrations in 2008 and 2016. The payroll data is useful for showing personnel needs and resources by department at the federal level. I believe this information is also valuable to the general public for the purposes of government transparency and understanding the operations of federal agencies. I do not intend to use the data to derive income for myself. I intend to follow Enigma.io's initiative in releasing the data for free, public use under a Creative Commons or similar license.

It'll be a public website so I don't have an absolute range for you. Right now we get about 100,000 visitors a year, but that includes anyone who visits the site, not those specifically interested in data.
