Re: Your Freedom of Information Act Request to the Federal Election
Commission FOIA (2015-59)

Dear Mr. Richardson:

This email is in response to your request for information from the Federal
Election Commission (FEC) under the Freedom of Information Act (FOIA),
dated June 11, 2015 and received in our office on June 12, 2015.
Specifically, you requested:
- Documents outlining hiring procedures.
- On boarding materials given to new hires.
We have searched the agencies records and located documents responsive to
your request. Your request has been granted in part subject to applicable
FOIA exemptions. A total of three hundred and ninety-seven (397) pages
are attached to this response letter. We have withheld a total of
thirteen (13) pages of documents covered by the deliberative process
privilege pursuant to FOIA Exemption 5. Exemption 5 protects from
disclosure information in ?inter-agency or intra-agency memorandums or
letters which would not be available by law to a party other than an
agency in litigation with the agency.? 5 U.S.C. § 552(b)(5). Certain
information in the documents we are releasing has been redacted pursuant
to FOIA Exemption 6. Exemption 6 protects from disclosure information in
personnel, medical, and similar files that, if released, would constitute
a clearly unwarranted invasion of personal privacy. 5 U.S.C. § 552(b)(6).
Additional information has been redacted pursuant to FOIA Exemption 7(F).
Exemption 7(F) protects from disclosure information in law enforcement
records the disclosure of which ?could reasonably be expected to endanger
the life or physical safety of any individual.?

We located five (5) additional pages of responsive documents that
originated with the Department of Homeland Security (?DHS?), National
Protection and Programs Directorate. Pursuant to FOIA guidelines, the FEC
has referred the pages that originated with DHS to the FOIA Office for
that directorate and it will respond to you directly. The contact
