This is a request under the Freedom of Information Act. I hereby request the following records:

As the FCC governs all devices that emit radio waves and regulates the frequencies and power levels on which the devices are allowed to operate;
And as the FCC also distributes licenses for the use of frequency bands to individuals and to organizations;
And as Through-The-Wall-Sensors (TTWS) fall under the categories of intentional radiators and radiolocators, in which are three categories of TTWS: continuous wave, pulse wave and UltraWide Band (UWB);
And as all three restrictions can be waived by the FCC under an Experimental License, which must be obtained by the operating organization;
And as companies conducting research and development (R&D) of TTWS and performing third-party testing and evaluation require an FCC Experimental License or Waiver;

Please provide a full and complete list of FCC Licenses, a full and complete list of FCC Experimental Licenses and a full and complete list of FCC Waivers that the County of Racine, Wisconsin, County of Racine Police Departments, County of Racine Fire Departments and the PUBLIC Safety Radio Pool and their representative agents as TTWS Operators (or the organization by which the operator is employed by or volunteers for) in the Public Safety Radio Pool in regard to use and operation; and companies conducting research and development (R&D) of TTWS and performing third-party testing of any Through-The-Wall-Sensor (TTWS) device; within Racine County, Wisconsin.

Also please provide the FCCID numbers of all Through-The-Wall-Sensors (TTWS) devices licensed by the FCC, that fall under the categories of intentional radiators and radiolocators that corresponds to the FCC searchable database for intentional radiators and radiolocators authorized equipment.

Additionally, please provide a full and complete list of all the applications that the FCC is considering to issue an FCCID for Through-The-Wall-Sensors (TTWS) devices that fall under the categories of intentional radiators and radiolocators authorized equipment.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
