Pursuant to the federal Freedom of Information Act, 5 U.S.C. § 552, I request records of any and all complaints submitted to the FCC by residents of the state of Nebraska or the state of Iowa, from the time this request is processed back to the earliest date for which you maintain records.

In keeping with federal FOIA guidelines and presidential directives regarding the release of public data in machine-readable format -- see, e.g., the executive order of May 9, 2013, "Making Open and Machine Readable the New Default for Government," accessible at tinyurl.com/exec-order-open-data -- I request that these records be provided in an electronic format that can be imported into standard database software. Examples include an Excel .xls or .xlsx file, an Access .mdb or .accdb file, a text-based delimited file (.csv, .txt., .tsv., etc.), a .dbf file or an SQL dump readable by standard open-source database software. (This would not include PDFs, which are not readable by database software.)

This information is being sought on behalf of the Omaha World-Herald for dissemination to the general public; the data will be posted for free for the general public to review on the public interest website MuckRock.com; and the request is not being made for commercial purposes. Therefore, I ask that you waive any applicable fees.

If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all segregable portions of otherwise exempt material. I reserve the right to appeal your decision to withhold any information or to deny a waiver of fees.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
